EdGate has been watching states as they continue to publish AI Guidance and Frameworks to help school district leaders navigate AI in the K-12 classroom. The guidance encourages teachers to support AI and use it to enhance learning and their own productivity in the classroom. Several states frame their guidance with forethought as to how AI will shape future workforces.

Back in October 2023 just two states—California and Oregon—offered official guidance to school districts on using AI in schools. Fast forward one year and as of now, close to 50% of the U.S states offer AI guidance. Here’s a link to a helpful map from the AI for Education group detailing out all states that have published official AI guidance on the use of AI in K-12 schools. Note that the map is interactive and links out to summaries and full guidance for each state who has authored AI guidance.

Per the Center on Reinventing Education (CRPE), a non-partisan research and policy analysis center at Arizona State University’s Mary Lou Fulton Teachers College, “Guidances that have been published or that are currently in development focus on the ethical and equity implications of AI’s use, recommendations for teachers’ and students’ appropriate use of AI, and emerging best practices to enhance instruction…The guidance also explores the potential for AI to improve systemic inequities.”

The U.S. Department of Education released AI guidance for EdTech vendors in July 2024. A full PDF called Designing for Education with Artificial Intelligence: An Essential Guide for Developers “seeks to inform product leads and their teams of innovators, designers, developers, customer-facing staff, and legal teams as they work toward safety, security, and trust while creating AI products and services for use in education.”

Coming at this from the standards angle, the team at EdGate has evaluated the guidance documents to determine if they are set up like standards. That is, can content be aligned to the guidance documents, like standards? Are there learning outcomes that content could align to? The distinction we’ve found is that the guidance documents are set up as “frameworks”, as opposed to “standards.” The frameworks are aimed at educators for guidance in how to approach AI in the classroom.

That said, we expect that AI will be referenced within a wide array of subject area standards in the years to come. When looking at the Washington State AI classroom guidance documents it’s indicated that AI will play a starring role in the subjects of Career and Technical Education (CTE) and computer science. Additionally, AI will also be integrated into ELA, Mathematics, Social Studies, Climate and Environmental Science, Physics and Engineering, Special Education, ELL, and World Languages.

The California AI guidance documents support this hypothesis. Within the California guidance documents, it is noted that “Incorporating AI skills and computer science standards into K-12 education can equip students with the knowledge and abilities necessary to navigate and contribute to an increasingly AI-powered world.”

With the passage of Senate Bill 7004, Florida’s instructional materials adoption process is entering a new phase—one that offers more time, flexibility, and opportunities for both publishers and districts. These changes are designed to streamline the adoption process while giving districts the power to make decisions that meet their unique needs. New Timelines: More Time for Districts to Prepare, But Don’t Miss the Deadline

The Florida Department of Education (DOE) is introducing earlier deadlines for instructional material adoption, giving districts additional time to review state-approved resources. For the 2025-2026 adoption cycle, the state-approved materials list will be published by December 1, 2025, allowing districts more time for evaluation. However, publishers must act quickly—submissions are now due by January 2025, a significant shift from the previous May deadline. This "transition timeline" aims to streamline preparation, but time is critical. Starting with the 2026-2027 cycle and beyond, the approved materials list will be published much earlier—by July 31 of the prior year—creating a clearer and more predictable schedule for everyone involved.

The 2025-2026 cycle will focus on:

Career and Technical Education (K-12)
World Languages (K-12)
Performing and Visual Arts (K-12)
Health and Physical Education (K-12)
Additional English Language Arts (6-12)

Flexibility for Districts, Opportunity for Publishers

With more flexible guidelines, district school boards now have the freedom to determine the number of instructional materials needed in each classroom, while principals will have discretion in managing lost or damaged materials. As students and teachers return to the classroom for a new school year, many changes are taking place in the world of Education Standards. From Arkansas to Utah, states across the nation are implementing changes to enhance the quality of education and better prepare students for the future. We have been updating the EdGate Standards Repository with these new and updated standards, adding appropriate metadata, and preparing them for immediate use. Below is an overview of these updates and what they mean for your company and solutions.

North Dakota Approves Standards Updates for Math and ELA

The North Dakota Department of Public Instruction is in the process of preparing revisions for their 2023 mathematics and English language arts standards. These revised standards are anticipated to be fully implemented by the 2024-2025 academic year.

The updated math standards have been designed to develop problem solving skills for real math problems and to understand how different math concepts connect. The main teaching structure will be reduced to three practices: Problem-Solving, Connections, and Reasoning and Proof.

The new English Language Arts content standards, will develop foundational skills in reading, writing, and communicating effectively. The main emphasis of these standards will be to develop writing skills by increasing instructional time dedicated to phonics awareness during the early stages of primary education. This update is also geared towards increasing comprehension levels as students progress to higher grades.

Indiana Approves Massive Reduction of Standards

Clients are scrambling to get up to speed on the nearly 25% reduction of standards recently approved by the Board of Education in Indiana. Based on a study by the Office of Student Pathways, the goal was to ‘define essential postsecondary skills necessary to promote future success in employment, enrollment, or enlistment leading to service.’ In doing so, they prioritized standards for English/Language Arts, Mathematics, Science, and Social Studies. The work, outlined by the Indiana Department of Education, was part of a mandatory review of standards conducted once every six years. A implementation guideline for the changes was issued in May, 2023.

Our team of Subject Matter Experts (SME’s) have been working through these changes, organizing the new standards, and are ready to assist in updating the alignments required to stay in compliance. K-12 Standards Integrates Diversity, Equity and Inclusion (DEI)

Diversity, Equity and Inclusion (DEI) has been in the spotlight in recent years, especially in the workplace and on college campuses. DEI is now increasingly being integrated into K-12 curriculum to create inclusive learning environments for all students. But what exactly is DEI, and how does it relate to US education standards?

What is DEI?

Diversity, equity and inclusion are interconnected terms that are used together to promote programs to represent and allow participation from different groups of people.

Diversity acknowledges the many ways that people differ- including race, ethnicity, color, sex, gender, gender identity, sexual identity, socio-economic status, language, culture, national origin, religion/spirituality, age, (dis)ability, military/veteran status, political perspective, and more.

Equity ensures fair and just treatment to all people. Equity differs slightly from equality, in that whereas equality gives everyone equal access to opportunities, equity takes into consideration each individual’s unique circumstances and adjusts accordingly, so everyone has opportunities proportionate to their needs.

Inclusion is the act of welcoming, supporting, respecting and valuing all of the diverse individuals and groups.

How is DEI Being Implemented in Schools?

DEI is being implemented into curricula and teaching pedagogy, to create more equitable and inclusive learning environments for all children; however, the approach can differ, depending on the state. Some states have implemented tools to help school districts identify and eliminate bias in instructional materials. Others are implementing programs for educators to prepare them to support their students with culturally responsive learning. Additionally, some states are increasing DEI concepts in their state standards.

The Washington State Office of Superintendent of Public Instruction has developed a model tool geared toward the review of instructional material for biased content. This tool helps schools work toward equitable and culturally responsive education.
The CC Network, in support of the Michigan Department of Education, has created a report to aid in the identification of resources and tools that can be used by instructional teams to evaluate and assess bias in curricular materials.
The New York State Department of Education has created a culturally responsive-sustaining (CR-S) education framework for educators. This framework helps educators create student-centered learning environments that affirm racial, linguistic and cultural identities; prepare students for rigor and independent learning; develop students’ abilities to connect across lines of difference; elevate historically marginalized voices; and empower students as agents of social change.
The Washington State Educator Standards Board has adopted a new version (2021) of cultural competency, diversity, equity, and inclusion (CCDEI) standards. The purpose of these standards is to prepare educators to support their students with demonstrated cultural responsiveness, diversity, equity and inclusion.
The New Mexico Public Education Department has created a handbook to provide guidance on culturally and linguistically responsiveness.
The Illinois State Board of Education 2020-2023 strategic plan addresses DEI by aiming to adopt culturally responsive teaching and leading standards for educator preparation programs; embed the history and accomplishments of historically underrepresented groups (e.g., Latino/a, African-American, LGBTQ) in the Illinois Social Science Learning Standards; and establish a school/district leadership department that will support the recruitment of a diverse leadership pipeline with a focus on race and culturally responsive leadership.

Additionally, Learning for Justice a has put together a set of standards to be used as a road map for K-12 anti-bias education. The standards are divided into four domains- identity, diversity, justice and action. These standards establish learning outcomes and anti-bias scenarios, organized by grade bands, and can be used by educators to guide curriculum development.

What About State Standards?

US education standards vary by state, and are updated periodically, and in accordance with the individual state’s timeline for standard updates. We currently see DEI concepts mostly incorporated into Social and Emotional Learning standards, Social Studies standards, and occasionally in Heath and PE standards. Other subjects, such as Science and Technology Education, may currently include standards relating to scientific contributions from diverse people or cultures, or equality of technology access for diverse users. As individual states continue to focus on integrating diversity, equity and inclusion into curriculum and teaching methodologies, we should expect to see an increase in DEI concepts in state standards across disciplines as they are updated. Because of the update timelines, standards tend to lag behind the trends in education.

EdGate is in the process of reformatting the Colorado standards, per Colorado Department of Education. We are removing the Academic Context and Connections items from the standards for all subjects. This will result in a reduction of the number of standards for Colorado. The remaining standards will be the evidence outcomes and extended evidence outcomes as listed in the Colorado standards documents. This change will take effect September 2nd.

EdGate supports Classworks and Gwinnett County with CASE standards

In support of interoperability and open standards, EdGate worked closely with Classworks to align their content to standards and provide that data in the IMS Global/1 EdTech CASE format. The resulting alignment data was used to develop an online Summer Enrichment and Acceleration (SEA) program for Gwinnett County Public Schools (GCPS) in Georgia. The program helped to mitigate learning loss precipitated by the COVID pandemic. Why was this work important? Using the CASE universal identifiers for learning outcomes, skills and competencies makes it possible for any tool or application to share precise information between systems easily, internally or across the web. Not only was EdGate proud of the work that we did, Classworks and Gwinnett County were honored as Platinum 2022 learning Impact award winners. Congratulations to Classworks and Gwinnett County for making it easier for Gwinnett County to provide a standards-based learning experience for their students.

And by retro, we mean (sort of) retroactive.

EdGate's clients know that they can count on our standards experts to maintain the most up-to-date repository of educational standards in the world. And we don't take our job lightly! But our standards sleuths were left slightly baffled when we recently dug into the Maryland math standards.

See if you can follow this...

As of a few months ago, EdGate supplied the "Maryland College and Career Ready Curriculum Framework, 2015/2017 (Updated April 2019)" that we accessed from the Maryland DOE site. These standards include a grades 6-8 section from a 2011 adoption. The current Maryland math standards available through the Maryland DOE are now labeled as a 2010 version. They're certainly not completely different standards; in fact, there's a lot of overlap. In some cases, the older ones (2015/2017) go to a higher degree of specificity and in some cases the newer ones (2010) do, so they don't always 'end' on the same level. It's possible that the 2015/2017 set might have been considered a revision of the 2010 version, but it's also possible that the "2010" set isn't in and of itself a revision of the 2015/2017 version.

To further complicate matters, for years Maryland maintained two websites in parallel for their DOE standards and we did find differences between the standards on each site. The sites finally merged so that problem was solved.
